If you have a JEE Main rank and want an engineering seat in Haryana, most seats go through one online process run by the Haryana State Technical Education Society (HSTES). Everything below comes from HSTES's 2026 papers. That cycle is over and HSTES revised some dates along the way, so treat them as a guide and check each new brochure on hstes.org.in.
What is HSTES counselling and who does it cover?
For 2026, HSTES allotted B.E./B.Tech seats on the basis of the All India Rank of JEE Main 2026, according to its official key-dates notice. That notice set the non-refundable registration fee at Rs 1,000 for the general category and Rs 700 for all reserved categories.
The 2026-27 admission brochure explains which seats are covered. Two online rounds filled all seats in university departments and government or aided institutions, plus 75% of seats in self-financing colleges. Private colleges filled the other 25% themselves, and that 25% included a 15% NRI quota. A 15% "Rest of Haryana" quota for candidates from other states applied up to the second round. To be eligible, the brochure asks for at least 45% in the relevant Class 12 subjects taken together (40% for reserved categories).
How do HSTES B.Tech counselling rounds work?
The 2026 key-dates notice, in its final revised version, set out this sequence:
Register and pay the fee on techadmissionshry.gov.in (15 May to 22 June 2026).
Round 1: fill and lock your choices (19 to 22 June), see the allotment result (24 June), and report in person at the allotted college (25 to 30 June).
Round 2: new candidates register, and everyone taking part fills choices again (2 to 6 July). The result came on 8 July, with reporting from 9 to 13 July.
After that, colleges filled leftover seats themselves up to the final cut-off date, which the revised notice moved to 14 September 2026. Classes began on 17 August.
The brochure adds the rules that catch families out. HSTES advises filling as many eligible choices as you can and locking them. If you do not lock them, the brochure says your last saved choices are treated as final. If you change your registration details, the system deletes the choices you have filled. If you are allotted a seat and do not report within the window, the seat is cancelled automatically. To prepare your list, see our guide to building a college list for choice filling.
What documents are needed for HSTES physical reporting?
Under the brochure's reporting rules, you bring originals plus 3 sets of attested photocopies; the college returns the originals after checking. A missing required document forfeits your claim to the seat. Checklist:
Provisional seat allotment letter, downloaded from the portal
Class 12 marksheet and Class 10 certificate
JEE Main 2026 rank card and admit card
Character certificate, medical fitness certificate and anti-ragging undertakings from student and parent
Aadhaar number and PPP ID (Haryana residents)
Category certificates if they apply: SC, BC, EWS income and asset certificate, defence or freedom-fighter wards, Divyang
Proof of semester fee payment
For Tuition Fee Waiver seats, the brochure says parents' annual income from all sources must not exceed Rs 8 lakh, checked against PPP data. If you studied outside Haryana, see our explainer on getting a domicile certificate. For the day itself, read how to prepare for document verification.
Should you join round 2 if you already have a seat?
The brochure is clear: to join round 2, you accept an undertaking that any new allotment cancels your earlier one. Once that happens, your old seat will not come back, even if it stays empty.
Worked example: Aman reported for civil engineering at College A in round 1. In round 2 he lists only options he truly prefers: computer science at College B, then electronics at College A. If he gets electronics, the civil seat is gone. He must report again in the round 2 window and pay the semester fee again, then ask for a refund of the first fee before the refund deadline (31 July in 2026). If he misses that window, he loses both seats. If he has second thoughts after filling round 2 choices, the brochure says to delete them all to keep the round 1 seat.
What should you do before the next cycle?
Get the PPP ID details verified (category and income) well before registration opens.
Collect originals and make 3 attested sets of each, as the admission brochure asks.
Save the HSTES helpline, 1800-137-3735, which is listed on the key-dates notice.
