Some students find out during counselling that they need a domicile certificate, and that getting one takes time. The hard part is knowing which admissions ask for it, because engineering and medical counselling decide your "home state" in different ways.
What does a domicile certificate prove?
A domicile certificate is "generally issued to prove that the person holding the certificate is a resident of the State / Union Territory by which the certificate is being issued", according to the Champawat district administration in Uttarakhand. Some states call it a residence or resident certificate. It proves where you live, not your caste or income; those need their own certificates.
Each state sets its own rules for who qualifies. In Delhi, you must be an Indian citizen who has lived continuously for the last three years within the NCT of Delhi, according to the North West Delhi district office. Other states set their own periods and conditions.
When do admissions ask for a domicile certificate?
Engineering through JoSAA. For NIT home-state seats, JoSAA does not use domicile. The JoSAA Business Rules for 2026-27 define the state code of eligibility as the state where you first appeared for Class 12, and say it "does NOT depend upon the native place or the place of residence of the candidate". Their own example is a student who lives in Noida, Uttar Pradesh, but sat Class 12 in Delhi: that student's state code is Delhi. (Indian students who passed Class 12 abroad are handled differently.) Our guide to JoSAA counselling rounds and documents covers what you do need to upload.
Medical through state counselling. This is where domicile matters most. States run their own counselling for state-quota MBBS and BDS seats, each with its own residence rules; our explainer on NEET UG counselling, MCC and state quota shows how the national and state tracks fit together. On 29 January 2025, in the Dr Tanvi Behl case, the Supreme Court held residence-based reservation impermissible in postgraduate medical courses, while confirming it is permissible to a reasonable degree for MBBS, as summarised by Supreme Court Observer.
State entrance tests. State counselling often has its own eligibility clauses, which may rest on schooling in the state, a parent's residence, a domicile certificate or a mix. The reliable answer is that year's information bulletin. If you are applying in Karnataka, start with our walkthrough of KEA counselling after KCET.
How do you get a domicile certificate?
Steps differ by state; Delhi's rules from the North West Delhi district office are the example here.
Search your state's e-District portal or district website for "domicile" or "residence certificate". The issuing office is usually the Sub Divisional Magistrate, tehsildar, revenue department or district collector, as the Champawat page lists.
Collect proof. Delhi asks for one identity proof, one proof of three years' residence (such as Aadhaar, a bank passbook, an electricity bill or a registered rent agreement), a passport-size photo and a signed self-declaration.
Do not rely on school records alone. Delhi's page says educational certificates alone will not be considered as proof of residence.
In Delhi, only a parent can apply for a minor, using the parent's address proof.
Apply online through e-District or at a CSC; Delhi may verify some documents physically even for online applications. Save the application number.
Check the issued certificate: names exactly as on your Class 10 marksheet, address and state.
A worked example: one student, two home states
Take a hypothetical student, Meera. Her family has lived in Noida for ten years, but she sat Class 12 at a school in Delhi. She is writing JEE Main and her state's engineering entrance test.
For JoSAA, her home state for NIT seats is Delhi, because that is where she first sat Class 12. No domicile certificate is involved.
She would not qualify for a Delhi domicile certificate, because she has not lived in Delhi.
The domicile certificate she could apply for is Uttar Pradesh's, where she lives, if she meets its rules. Whether that, her schooling or both decide her state-quota eligibility depends on the clause in that counselling's bulletin.
The lesson: work out your "home state" separately for each process.
What should you do before Class 12 results?
List every counselling you might join and read its eligibility section.
Apply for the certificate during Class 12, not after results, if any of them asks for it.
Make your name match across Aadhaar, marksheets and the certificate.
Check whether a bulletin wants a certificate issued after a particular date, or in a set format.
Apply separately for any caste, EWS or income certificate you need.
Forms season overlaps with exam preparation. If you sit down after a day of paperwork not knowing where to restart, Fermi's AI tutor can work out what you already know and build a plan for the session, so the time you have goes to a clear next step.
