You hold a seat at one college and a better one might come up in another counselling round. Whether you can take it depends on that counselling's rules.
Can I participate in counselling after joining college?
Often, yes. The limits in the rules below come from steps you take inside a counselling: a seat you froze, a round after which you may not resign, or a round open only to people who hold no seat. Read each bulletin's eligibility clauses before you register.
Before you pay or tick an option, ask: "If I get a better seat, can I leave this one, and what will I lose?"
What do JoSAA and CSAB rules say?
The JoSAA 2026 business rules give you three options when you accept a seat. Freeze means you keep the seat and drop out of later JoSAA rounds, and the rules say a Freeze cannot be changed "under any circumstances". Float keeps you in line for a higher choice at any institute; Slide, at the same institute.
If you withdraw an accepted seat, JoSAA 2026 refunds the seat acceptance fee minus a processing charge of Rs 7,000, and you are excluded from all later JoSAA rounds. For IIT and IISc seats, withdrawal closed before the last round; for NIT+ seats, it ran until the final round of online allocation. NIT+ candidates still holding a seat after round 5 also had to pay a non-refundable partial admission fee of Rs 45,000 (Rs 20,000 for some categories).
Accepting an IIT or IISc seat through JoSAA 2026 makes you ineligible for JEE Advanced 2027, unless you validly withdraw during the first four rounds. Vacant NIT+ seats then go to separate CSAB rounds. Our guide to how CSAB special rounds work explains who can enter them.
What about NEET-UG counselling?
The MCC NEET-UG 2026 information bulletin tightens the rules round by round:
Round 1: free exit. You can decline to join without losing your security deposit.
Round 2: you can join and still ask for an upgrade in Round 3. If you join and then resign, you forfeit the deposit.
Round 3: once you join, you may not leave the seat. Exiting with forfeiture of the deposit removes you from further rounds.
Stray vacancy round: anyone who has joined or holds any seat cannot take part.
State quota counselling runs on its own rules, so read your state bulletin too. Our explainer on the 2026 MBBS special stray round covers the last stage.
Will I get my fees and certificates back if I leave a college?
The UGC notification on refund of fees and non-retention of original certificates (October 2018) covers universities, their affiliated colleges and deemed universities. Your refund depends on when your written notice of withdrawal reaches the college:
15 days or more before the notified last date of admission: 100%, minus processing charges of no more than 5% (capped at Rs 5,000)
Less than 15 days before: 90%
15 days or less after: 80%
More than 15 and up to 30 days after: 50%
More than 30 days after: nothing
Caution money and security deposits are not fees and must be refunded in full. The refund is due within 15 days of your written application.
UGC's 2024-25 fee refund policy went further: a full refund for cancellations up to 30 September 2024, and no more than Rs 1,000 deducted up to 31 October 2024, with the 2018 scale for admission schedules running later. It also applies to bodies that run counselling and collect fees for colleges. A UGC letter of 27 October 2025 kept that policy in force until a new one is issued, so check the dates your university announces.
A college must check your original certificates in front of you and return them immediately, and "taking the certificates into institutional custody under any circumstance or pretext is strictly prohibited".
How do you keep your options open?
Before you pay anywhere, find the college's notified last date of admission. Under the UGC refund scale, a withdrawal that arrives 15 or more days before it gets the most back.
Hand over self-attested copies, not originals. If a college says it must keep originals, ask to see that rule in writing.
Choose Float or Slide in JoSAA, or opt in to an upgrade with MCC, unless you are sure about the seat. A Freeze, or joining a seat in MCC's Round 3, cannot be undone.
Withdraw in writing. Keep a copy stamped with the date it was received.
If 15 days pass without a refund, use the college's grievance redressal mechanism. UGC's 2024-25 policy counts a delayed or denied refund as a student grievance.
If you end up in a branch you did not want, see what to do when your child got a seat but is unhappy with the branch. Once the seat is settled, Fermi's AI tutor can work out what you already know and build a plan for the session, so first-year maths and physics start from a clear next step.
