A fee concession is a cut in what your college charges you. A scholarship is money a government, trust or college pays towards your costs. If your family's income is low, you may qualify for both, but many government schemes have a "one benefit only" rule. The order in which you accept them can decide how much you pay over four years.
What fee concessions do engineering colleges offer poor students?
Income-based fee remission at IITs. Under IIT Mandi's tuition fee remission guidelines, B.Tech and B.S. students whose family income is less than ₹1 lakh a year get full remission of tuition fee. Students with family income between ₹1 lakh and ₹5 lakh get two-thirds of the tuition fee remitted. SC, ST and PwD students are exempt from tuition fee.
Tuition fee waiver (TFW) seats in AICTE-approved colleges. In IKGPTU's guidelines for the TFW scheme, which apply to Punjab candidates, TFW seats are 5% of the current year's approved intake and are open to candidates with annual family income under ₹8 lakh. The waiver lasts for the whole course, but it covers tuition only: you still pay every other fee. Other states set their own rules.
A college's own concessions. Private colleges and universities set their own merit or need-based discounts; read the renewal conditions before you pay the admission fee.
For the IIT rules in detail, read IIT fee waiver for low-income families. For TFW counselling, see tuition fee waiver seats: who qualifies and how to apply.
Can you take a scholarship and a fee concession together?
Sometimes. It depends on who pays for each one.
The Ministry of Social Justice's Post Matric Scholarship for SCs guidelines (March 2021, covering 2020-21 to 2025-26) say a scholarship holder "will not hold any other scholarship/stipend". If you are offered a second one, you pick whichever is more beneficial. The same clause still lets you accept free lodging or a grant for books, equipment or board and lodging. Those guidelines run to 2025-26, so check the current version on the ministry's scheme page before you rely on them.
IKGPTU's TFW rules say a student on a fee waiver seat cannot take financial help under any other government scheme. They can still take any scholarship awarded on competition or merit.
The rough rule: two government schemes paying for the same tuition usually do not stack. A college concession plus a merit or private-trust scholarship often does. Your scheme's own wording is what counts, so find its "other scholarships" clause and read it.
How do you choose between two offers? A worked example
Ananya is a made-up student from Punjab. She is SC and her family income is ₹2 lakh, under the ₹2.5 lakh ceiling in the PMS-SC guidelines and the ₹8 lakh limit in IKGPTU's TFW rules. State counselling has given her a choice: a TFW seat, or a regular seat with the SC post-matric scholarship.
List what each one pays. TFW waives tuition only. PMS-SC pays "compulsory non-refundable fees", which its guidelines define as enrolment, tuition, games, union, library, magazine, medical examination and similar fees, but not refundable deposits. It also adds a yearly academic allowance.
Check whether they combine. Under IKGPTU's rule, a TFW student cannot also draw a government scheme like PMS-SC. She has to choose one.
Check the lock-ins. IKGPTU's rules say a TFW student cannot change branch or move to another college. If she takes a TFW seat in round 1 and then joins later rounds, the TFW option will not be open to her in those rounds.
Check cash flow. PMS-SC has a "freeship card" that institutions should honour so you can be admitted without paying tuition and hostel fees upfront.
Add it up over four years. Put each year's fee lines next to what each option covers.
For Ananya, PMS-SC covers more fee heads than TFW does. TFW may still suit a student whose family earns between ₹2.5 lakh and ₹8 lakh, above the PMS-SC ceiling.
What should you ask the scholarship cell?
Ask before you accept anything, and get the answers in writing:
"If I take this concession, which scholarships can I still apply for?"
"Is this concession tuition only, or does it cover other fees?"
"What do I need each year to keep it: marks, attendance or a fresh income certificate?"
IIT Mandi wants an income certificate issued on or after 1 April of the current financial year, plus a notarised affidavit. PMS-SC asks for an income certificate only once, at admission, for courses longer than a year.
Rules differ between states and schemes, and they change. The difference between fee reimbursement and a scholarship also affects when the money arrives.
Merit scholarships, which TFW students can still hold under IKGPTU rules, usually depend on your college marks. If wrong methods are costing you marks in first-year maths or physics, the Fermi Problem Library has worked problems with a step-by-step solver that explains the reasoning rather than printing an answer. Before your next fee deadline, take the three questions above to your scholarship cell.
