If one of your parents works on building sites, your family may be able to get help with school and college costs that has nothing to do with merit lists. Every state has a Building and Other Construction Workers Welfare Board. Around 5.06 crore workers were registered with these boards as on 1 November 2022, according to the Ministry of Labour and Employment. The Ministry's Model Welfare Scheme for these boards includes financial assistance for the education of construction workers' children (same release). The money is real, but it only reaches children whose parent is registered, and registered in time.
Who pays for scholarships for children of construction workers?
State governments collect a cess of 1% of the cost of construction, and state welfare boards spend it on registered workers (PIB, December 2018). The Central Government wrote the model welfare scheme following a Supreme Court judgment dated 19 March 2018 (PIB).
Each state writes its own rules, so the amount, the classes covered, any marks condition and the deadline all differ from state to state. The new labour codes keep the cess fund. The Code on Social Security, 2020 folds the 1996 Cess Act into a single framework (PIB backgrounder, 22 November 2025). A December 2025 PIB factsheet says migrant construction workers will also get portability of benefits under the BOCW cess fund (PIB).
Who is eligible to register with the welfare board?
Under the 1996 Act, a worker aged 18 to 60 who has done at least 90 days of building or construction work in the last 12 months is eligible as a beneficiary (Ministry of Labour reply, PIB). The worker applies on the board's form with the documents it asks for, and registration is voluntary, not mandatory.
Don't confuse this with e-Shram. The e-Shram portal is a national database of unorganised workers. By March 2023, 2.60 crore construction workers had signed up on it, and the Ministry said it was sharing that data with the states, while registering workers stays the state boards' job (Ministry of Labour). Ask your board whether an e-Shram card alone counts, and if it doesn't, register with the board as well.
Why do education claims get rejected or delayed?
Often the problem is paperwork. India's auditor, the CAG, looked at Tamil Nadu's construction workers board and found inaccuracies in Aadhaar numbers, mobile numbers and bank account numbers in its registration database (CAG press brief, June 2024). It also found that 1.64 lakh eligible workers (14%) were not given COVID cash assistance due to issues with the database (same brief). If your money is stuck, our guide to fixing Aadhaar bank seeding for a scholarship walks through the bank side.
The rules can also change. In Karnataka, a notification of 30 October 2023 cut education assistance for graduation and postgraduate students to ₹10,000, from the earlier ₹30,000 and ₹35,000. The Karnataka High Court set that notification aside, LiveLaw reported on 20 January 2025 (LiveLaw). Save a copy of the scheme notice that applies on the day you apply.
How do you apply for construction workers' education assistance?
Check the card. Find the parent's registration number and the date it is valid until. If it has lapsed, renew it first.
Register if needed. Ask the board or labour office which proof of 90 days' work in the last 12 months, age and identity it accepts (eligibility rule, PIB). Link a bank account in the worker's name.
Find your state's scheme. Look on your state board's website and your state scholarship portal. Our guide to finding state government scholarships and deadlines shows where to look.
Prepare the student's file. Keep mark sheets, proof of admission and fee receipts ready. This scholarship documents checklist covers the common ones.
Submit and track. Apply before the last date, keep the acknowledgement number and check the status regularly.
What does good timing look like for one family?
Take a made-up example. Asha's father is a mason. She has just passed Class 10 and will start Class 11 in June. In April the family checks his board card and finds it expired in January. He collects proof of his work days and renews. In May they find the state's education scheme and write down its last date. In July, once Asha has her admission receipt, they apply and save the acknowledgement. Leaving the card check until July could have pushed the claim past the deadline.
What should you ask at the labour office?
"My registration number is ____. Is it active, and until when? Which education scheme is open this year for a student in Class ____? What is the last date, and which documents do you need from me and from my child?"
Write down the answers, along with the officer's name and the date.
Once the fees are sorted, the studying still has to happen. If your child doesn't know where to start, Fermi's AI tutor can work out what they already know and build a plan for the session, so they sit down to a clear next step.
