Almost every need-based scholarship in India asks for one document before anything else: an income certificate for your family. It is the government's written statement of your parents' or guardian's yearly income. Without it, or with one that has expired, an application can stop at verification.
Where do you apply for an income certificate?
You apply to the revenue department of the state where your family lives permanently, not to the scholarship body. In many states you can apply in person at the tehsil office, at a citizen service centre (CSC), or online through the state's e-District portal.
The officer who signs it changes from state to state. A list attached to an NIT Delhi notice on family income certificates, which cites a Government of India notification dated 17 July 2019, gives the minimum rank of the issuing officer in each state. Some examples:
Delhi: the SDM of the Government of NCT of Delhi
Maharashtra, Karnataka, Rajasthan and Uttar Pradesh: the Tehsildar
Kerala: Village Officers
Tamil Nadu: the Zonal Deputy Tehsildar
Bihar: the Circle Officer
If your scholarship form names a specific officer, follow the form. A certificate from the wrong office may not be accepted.
What documents are needed for an income certificate?
Your state portal has the exact list. The North West Delhi district's income certificate page is a typical example. It asks for:
One identity proof, such as Aadhaar, PAN, voter ID, passport, driving licence or a ration card with photo.
One proof of present address and one of permanent address, such as Aadhaar, a bank passbook, a utility bill or a registered rent agreement.
A passport-size colour photograph.
Proof of family income, such as salary slips, and of expenses, such as school fees or rent receipts.
A signed self-declaration, plus a BPL or NFS ration card if the family has one.
Keep the originals ready: documents may be checked at the counter even for online applications.
Know what "income" means before you fill the form. An Assam application form for the Post-Matric Scholarship for Scheduled Castes asks for the parent's or guardian's total annual income from all sources, including the student's own earnings, for the year ending 31 March. Leaving a source out to stay under a limit is a false declaration, and that form makes the family promise to refund the scholarship if any statement is found to be false.
How long does an income certificate take?
Check your own state's notified time limit and add a margin. Under Maharashtra's Right to Public Services Act, the time limit for an income certificate is 15 days, with the Nayab Tahsildar as the designated officer.
The same Maharashtra list names the Tahsildar as the first appellate officer and the Sub Divisional Officer as the second. If your certificate has not come by the deadline, that is who you appeal to. Before that, try a polite follow-up at the counter:
"Namaste. I applied for an income certificate on [date]; my application number is [number]. It is needed for a scholarship that closes on [date]. Could you tell me what is pending, or if any document is missing?"
How do you keep an income certificate valid for scholarships?
Validity is set by the state that issues the certificate and by the rules of your scholarship, so read both. If your certificate prints a validity period, check it the day you collect it.
Some institutions want a fresh certificate every year. The NIT Delhi notice says students who must submit one have to do so in every financial year, before autumn semester registration. It adds two useful rules: a certificate valid for more than a year can be submitted again while it is still valid, and a notary-issued certificate is not accepted under any circumstances.
The financial year runs from April to March, so a certificate issued in February may cover a different income year from the one asked for in an application you file in August. For renewals, ask your college scholarship desk in April which income year they want.
A simple plan for the next scholarship season
Six weeks before the deadline: find your state portal and the issuing officer, and collect ID, address proof, a photo and income proof.
Five weeks before: apply online or at a CSC, and save the application number.
Two weeks in: check the status online; go to the counter with the script above if it has not moved.
When it arrives: check the names, the income figure, the officer's designation and the validity date. Scan it as a clear PDF.
Every April: set a reminder to renew it.
For the rest of the paperwork, see our scholarship documents checklist. If you need a category certificate too, read whether your OBC or EWS certificate is still valid. If money has been approved but not reached you, see how to fix Aadhaar bank seeding.
