A reserved seat can be lost at document verification, not because of your category but because of the paper that proves it: wrong format, old date or the wrong signature. You can catch all three at home, months before counselling.
Is my OBC or EWS certificate valid for college admission?
For central counselling, a category certificate has to pass three tests: the right format, a recent enough date and a signature from an officer who is allowed to issue it. The JoSAA 2026 business rules asked for category certificates "as per Government of India format", issued by the competent authority.
The date rule is easy to miss. For IITs and IISc in JoSAA 2026, an OBC-NCL or EWS certificate had to be issued on or after 1 April 2026, or be a government-issued, online-verifiable certificate valid at least until 21 July 2026, according to the JoSAA 2026 business rules. For NITs and other institutes in the same process, the online-verifiable option had to be valid until 31 August 2026 or the day of physical reporting, whichever was later.
For NIT+ institutes, the rules added state conditions: Maharashtra SC, ST and OBC-NCL candidates needed a caste validity certificate, and Tamil Nadu ST certificates had to come from the Revenue Divisional Officer.
What format does the certificate need to be in?
Use the form JoSAA publishes on its certificate formats page, not whatever your state usually prints. The OBC-NCL format is a certificate for admission to central educational institutions, and the issuing officer must fill in the Ministry of Social Justice and Empowerment resolution number and date under which your community is listed. Your caste must also appear in the Central List of OBCs, not just your state's list.
The EWS format is an Income and Asset Certificate that certifies family income below Rs 8 lakh for a named financial year (2025-2026 on the 2026 form), lists the asset limits, and carries your attested photograph. Medical colleges can be just as strict: the 2026 all-India quota checklist from IPGME&R Kolkata says category certificates must be in the formats provided by the Medical Counselling Committee and that old or outdated certificates will not be accepted.
Who is allowed to sign it?
The OBC-NCL form lists the competent authorities: District Magistrate, Collector, Deputy Commissioner, Sub-Divisional Magistrate, Taluka or Executive Magistrate and similar ranks, a Presidency Magistrate, a Revenue Officer not below Tehsildar, or the Sub-Divisional Officer where your family lives. The form states that a certificate from any other authority will be rejected. For EWS, the central format requires income and assets to be certified by an officer not below the rank of Tehsildar.
If the certificate is not in English or Hindi, the JoSAA 2026 rules ask for a duly certified English or Hindi version or translation during verification.
What happens if the certificate fails at verification?
Under clauses 74 and 75 of the JoSAA 2026 business rules, a student whose category document was invalid, or not in the JoSAA format, had their category tag changed, usually to GEN. If the seat had been given in the OBC-NCL, EWS, SC or ST category, it was cancelled, and the student was considered as GEN in later rounds. If the seat had been allocated in the OPEN category and the student met every other requirement, the offer was provisionally confirmed.
How do you get a certificate renewed in time?
Start with a two-minute check. Take Aarav, whose OBC-NCL certificate was issued in November 2025 in his state's format and signed by a Tehsildar. Authority: pass. Format: fail, because it is not the central format. Date: fail for JoSAA 2026, because it was issued before 1 April 2026 and is not an online-verifiable certificate valid into July. He needs a fresh central-format certificate.
The dates below follow the 2026 rules; check each new year's rules when they appear.
Download the formats from the JoSAA certificate page or your counselling body's site, and recheck when new ones appear (the 2026 forms went up in June).
Gather proof of family income for the last financial year. Puducherry's revenue department memo, following central orders, counts EWS income "for the financial year prior to the year of the application".
Apply at your tehsil or taluk office, or your state's online service, soon after 1 April, so the new certificate is likely to fall inside the date window.
When it arrives, check name spelling, parent's name, the resolution number, the financial year, the seal and the date against your Class 10 records, then scan it for upload.
State quota counselling may use a state format instead, so check each body's rules. Our guides to JoSAA counselling rounds and documents and NEET UG counselling with MCC and state quota walk through the rest of the process.
While you wait on paperwork, keep your study time steady. Fermi's AI tutor can work out what you already know and build a plan for the session, so revision keeps moving. And once the seat is confirmed, read what changes in your first semester at college.
