If your NEET-UG rank puts government MBBS seats out of reach, deemed universities are often the next list you look at. Their seats are allotted centrally, their fee details come from the colleges, and the deposit rules punish a change of mind after the first round. Here is how it works in 2026.
What is a deemed university, and who counsels its MBBS seats?
An institution deemed to be university is declared by a Government of India notification, on the advice of UGC, under Section 3 of the UGC Act, 1956, according to the UGC.
MCC conducts counselling for 100% of deemed university seats, says the MCC UG Counselling 2026 Information Bulletin, revised on 20 August 2026. The same bulletin says 15% of deemed seats are allocated to NRI candidates, as directed by the Supreme Court, and that Jain minority, Muslim minority and NRI seats left vacant in Round 3 are converted to private deemed university seats.
There is no separate deemed university round. You register on the MCC UG medical counselling portal, and the same choice-filling software covers All India Quota, central university and deemed university seats.
How much do you pay to register for deemed seats?
The 2026 bulletin sets two amounts for anyone opting for deemed universities: a ₹5,000 non-refundable registration fee and a ₹2,00,000 refundable security deposit, paid at registration.
For All India Quota and central university seats alone, the bulletin lists ₹1,000 plus a ₹10,000 deposit for UR and EWS candidates, and ₹500 plus a ₹5,000 deposit for SC, ST, OBC and PwD candidates.
If you want both, you pay only the higher amount. Worked example: a UR candidate who wants AIQ government seats and deemed seats pays ₹2,05,000 in total, not ₹2,05,000 plus ₹11,000. Payment is online, by net banking, credit card or debit card.
When is the security deposit forfeited?
The deposit is refundable, but not unconditionally. This is what the 2026 bulletin says, round by round:
Round 1: free exit. If you do not want the allotted seat, you can leave without forfeiture and stay eligible for the next round.
Round 2: if you are allotted a seat and do not join, the deposit is forfeited.
Round 3: if you are allotted a seat and do not report, you exit with forfeiture and are out of further rounds. Once you join a Round 3 seat, you cannot vacate it.
Stray vacancy round: if you are allotted a seat, you have to join it; if you do not, the deposit is forfeited.
The refund comes only after all rounds are over, to the account you paid from, so plan for ₹2 lakh to stay locked up all season.
Upgradation is available up to Round 3. Our explainer on how upgradation works in MCC Round 2 covers the freeze and float choices.
How do you check a deemed college's fees before choosing?
The bulletin says fee, stipend, bond and course details are provided by the colleges, and that "MCC/ DGHS takes NO responsibility regarding the above information including Fees/ Bond/ Mode of Payment". It advises candidates to visit the college website or contact the college "before filling choices", and warns that "choices once locked cannot be modified". The college details are linked as Participating Institute Details on the MCC UG counselling page.
Use this checklist for every deemed college on your list:
Tuition for each year, and whether it is fixed for the whole course or can rise.
Hostel, mess and one-time charges such as caution money or development fees.
How much is due on the day you report, and how it must be paid.
Any bond or service condition. Our guide to MBBS bond and service rules lists what to look for.
The refund rule if you leave after joining.
Then do the sum: tuition and hostel for every year of the course, plus one-time charges. Write that total next to each choice before you rank them, so the family compares real totals and not first-year fees alone.
Ask the college accounts office to confirm the figures in writing, and save the reply. If a figure differs from the MCC listing, ask which one applies before you lock choices.
What should your family do before Round 2?
Sit together and sort every deemed choice into three groups: would join, would join only as an upgrade, would not join. Delete the third group before Round 2 choice locking. Then confirm the money you will need on reporting day; our post on the seat acceptance fee in counselling explains how that differs from registration fees.
