Not every state runs its own engineering entrance test. Some build their merit list from the JEE Main result you already have, and at least one falls back on Class 12 marks for candidates outside the JEE Main group. If you will write JEE Main in 2027, these counsellings add options without another exam. Here is how three worked in 2026, going by their official brochures.
Which states fill engineering seats from JEE Main scores?
Delhi (JAC Delhi). The JAC Delhi 2026 admission brochure says 7,765 engineering seats at NSUT, DTU, IGDTUW, IIIT-Delhi and DSEU were to be allotted through JAC Delhi, with admission on the basis of JEE (Main) rank. NSUT, DTU, IGDTUW and DSEU admit strictly on the JEE Main Common Rank List, while IIIT-Delhi uses the JEE Main percentile plus bonus points for achievements such as olympiads.
Haryana (HSTES). The Haryana 2026-27 admission brochure states that B.E./B.Tech admissions, including special seats such as tuition fee waiver, EWS and Kashmiri migrant, are made on the inter-se merit of JEE (Main) 2026 through two online counselling rounds.
Rajasthan (REAP). The REAP 2026 information booklet from the Centre for Electronic Governance, Jaipur, says the B.E./B.Tech rank list is prepared from the JEE (Main) 2026 rank or the Class 12 percentile, in a fixed priority order.
Rules differ by state and change yearly (the Haryana brochure is itself marked tentative), so read your state's current brochure.
How do Class 12 marks decide a seat in Rajasthan?
After sports-quota candidates, the REAP 2026 booklet sets this order:
JEE Main 2026 rank, for candidates with a JEE Main score of 20 percentile or more.
Class 12 percentile, for candidates not covered by the first group.
Percentage in an approved D.Voc in engineering and technology.
The Class 12 percentile is not your raw percentage. The booklet says it is worked out from the number of REAP applicants from your particular board, and boards other than RBSE and CBSE are treated as equivalent to CBSE for this. Ties go to the older candidate, then to whoever applied earlier.
So a student who skipped JEE Main, or scored below 20 percentile, can still enter REAP, but is ranked below everyone in the JEE Main group.
Worked example: one JEE Main score, three counsellings
Take a hypothetical student from a Haryana family who passed Class 12 at a CBSE school in Gurugram, with a JEE Main percentile well above 20. Under the 2026 rules:
JAC Delhi: your region depends on where you passed the qualifying exam, not where you live. A Gurugram school means the Outside Delhi pool, with 15% of seats; a Delhi-school classmate with the same rank competes for the other 85% (JAC Delhi 2026 brochure).
HSTES Haryana: the JEE Main rank sets merit. Haryana candidates must enter their Parivar Pehchan Patra (PPP) ID, which supplies category and income; unverified PPP data means general category (HSTES 2026-27 brochure).
REAP Rajasthan: a score above 20 percentile places the student in the JEE Main priority group. As an out-of-state candidate, they are counselled in the round the REAP booklet lists as main counselling for out-of-Rajasthan candidates, separate from the main round for Rajasthan candidates.
Each counselling registers you separately, so keep a separate choice list for each.
What should you check before you register?
Answer these six questions from each state's current brochure. Figures below are from the 2026 JAC Delhi brochure, HSTES brochure and REAP booklet.
What is the merit built on? Rank only (Delhi, Haryana) or JEE Main first and Class 12 after (Rajasthan).
What Class 12 minimum applies? REAP asked for at least 45% in the qualifying subjects taken together (40% for reserved categories).
Which pool are you in? Region, domicile and home-state rules decide which share of seats you compete for.
Which state documents are needed? Haryana candidates need a PPP ID, with its details verified first.
What does an upgrade do to your seat? In Haryana, a seat allotted in the second or a later round automatically cancels your earlier seat, and the brochure says students happy with their seat should not opt for later rounds.
When does registration close for good? JAC Delhi ran registration from 28 May to 9 June 2026, opened one more window from 26 to 28 June, and said no registration would be allowed after that.
What if your JEE Main score is not where you want it?
Your JEE Main score counts in more places than central counselling, so plan your next attempt specifically. Fermi's AI tutor can work out what you already know and build a plan for the session, so you sit down to a clear next step. If marks are slipping through wrong methods rather than missing concepts, the Fermi Problem Library has worked problems with a step-by-step solver that explains the reasoning rather than printing an answer.
Next step: download your state's current brochure and answer the six questions before registration opens.
